The O’Neal School Parents’ Association Bylaws
 
Article I: Name
 
The name of the association shall be the Parents’ Association of The O’Neal School.
 
Article II: Purpose
 
The purpose of the Parents’ Association shall be to give the parents of the students of The O’Neal School the opportunity to support the school through volunteer activities. These activities shall provide enrichment to the students’ learning environment.  An important function of the Parents’ Association is to create a forum for the expression and exchange of ideas between the parents and the school; to provide educational programs and forums for the parents; and, to assist in the dissemination of information concerning all phases of student life at The O’Neal School. The Parents’ Association is not operated for profit and no profit shall inure to the benefit of any individual connected with the Parents’ Association except in consideration for services rendered. In the event of the dissolution of the Parents’ Association of The O’Neal School, all assets shall be conveyed to The O’Neal School (a.k.a. Sandhills Independent School Corp-63-121-R).
 
Article III: Members
 
Those eligible for membership in the Parents’ Association of The O’Neal School shall be any present parent or guardian of a child who is now enrolled in the school, faculty members or members of the Board of Trustees.

 
 
Article IV: Officers and Their Election
 
Section 1: The officers of the Parents’ Association shall be a President, a Vice-President, a Secretary, a Treasurer and an Immediate Past-President. These officers constitute the Executive Committee. Other ex-officio, non-voting members of the Executive Committee are detailed in Appendix A to these By-laws.
 
Section 2: All officers shall be elected at a general meeting of the Parents’ Association in the spring for a term of one year. The terms will begin at the conclusion of the school year in which elections were held.  Between the period of time when they are elected until they take office, these officers will be referred to as the Officers-Elect.
 
Section 3: The Vice-President shall be elected for a period of one year to accede to the office of President for the following year.
 
Section 4: Vacancies, except for the office of President and Immediate Past-President, shall be filled by appointment of the Executive Committee. Vacancies in the office of President shall be filled by the Vice-president and the office of the Vice-President shall be filled by appointment of the Executive Committee.
 
Section 5: No one person shall serve in any one officer position for more than three successive terms.
 
Article V: Duties of the Officers
 
Section 1: The President shall preside at all the meetings. In the absence of the President, the Vice-President shall be acting President. The President and the Executive Committee shall appoint all committee chairmen. The President shall be an ex-officio member of all committees except the Nominating Committee. The President shall act as assistant Treasurer.
 
Section 2: The Vice-President shall assist the President, assume the duties of the President in the absence of the President and accede to the office of President.
 
Section 4: The Secretary shall keep minutes of all the meetings, all Executive Committee meetings and take care of any necessary correspondence. The minutes shall be reviewed and approved by the Parents’ Association at each successive meeting and once approved shall be posted on the Parents’ Association web page on The O’Neal School website. All Executive Committee meeting minutes shall be reviewed and approved by the Executive Committee at each successive meeting and once approved shall be posted on the Parents’ Assocation web page on The O’Neal School website. To the extent there is no scheduled successive meeting within a reasonable timeframe, any minutes will be posted in draft with a statement that if there are no corrections, such draft minutes will become final two weeks after posting.
 
Section 5: The Treasurer shall keep an itemized account of all receipts and disbursements and present a written report at each meeting and at each Executive Committee meeting. The financial records of the Parents’ Association shall be properly summarized and submitted to the Board of Trustees of The O’Neal School for inclusion in The O’Neal School’s accounting records for audit at fiscal year end, as directed by the Chief Financial Officer.
 
Section 6: The Immediate Past-President shall serve in an advisory capacity to the President and shall serve as the chair of the Nominating Committee.
 
Article VI: PA Advisory Board and Executive Committee
 
Section 1: The PA Advisory Board, which consists of the Executive Committee, all Committee Chairmen and Coordinators and the PA Division Coordinators, shall meet no fewer than two times during the school year to report on the progress of the Parents’ Association’s committees and volunteer activities. It shall make decisions concerning the development and status of the Parents’ Association’s programs. These meetings are open to all members of the Parents’ Association. Notice of these meetings will be provided to The O’Neal School community by e-mail and by posting on the Parents’ Association web page on The O’Neal School website.
 
Section 2: The Finance Committee is a PA Advisory Board Committee composed of the Executive Committee, the PA Division Coordinators, the Officers-Elect and any additional appointees of the President. The Finance Committee, under the direction of the Treasurer, prepares the budget for the approval by the PA Advisory Board.
 
Section 3: The Executive Committee shall meet no fewer than six times during the school year to report on the progress of the Parents’ Association’s committees and volunteer activities. The President may request any Standing Committee Chair or any Coordinator to report at any Executive Committee meeting.
 
Article VII: Committees
 
Section 1: There shall be Standing Committees with duties specified as the Executive Committee deems necessary. The President, with the advice of the Executive Committee, shall select the chairs of the Standing Committees, the PA Division Coordinators and any Coordinators required for any Standing Committees.
 
Section 2: Appendix A to these By-laws shall detail all Standing Committees, their required Chairs and Coordinator positions, the PA Division Coordinators and the responsibilities of each Chair and Coordinator. Appendix A shall be adopted annually at the general meeting of the Parents’ Association in the spring when officers are elected.
 
Section 2: The President shall appoint a Nominating Committee to select a slate of officers for the following term. At least one member of this committee shall be a member of the Executive Committee. The Immediate Past-President shall serve as the chair of the Nominating Committee.
 
Article VIII: Procedures:
 
Section 1: Special meetings may be called by the Executive Committee with 10 days notice having been given.
 
Section 2: By-laws may be adopted, amended or repealed by a two-thirds vote of those attending any general meeting provided the proposed changes have been submitted to the members of the Parents’ Association in writing at least two weeks before the meeting.
 
Section 3: The fiscal year will begin July 1st and end June 30th

Appendix A
 
Officers and Committee Chairs of the PA:
 
1.         Pursuant to Article IV, Section 1 of The O’Neal School Parents’ Association Bylaws (the “Bylaws”), the Executive Committee members will be the President, Vice President, Immediate Past President, Treasurer, and Secretary. The Executive Committee will also include the Administration Liaison and the three Division Heads as ex officio, non-voting members.
 
2.         Pursuant to Article VII, Section 2 of the Bylaws, the Committee Chairs and their Coordinators and the responsibilities of each position are as detailed below. Additional guidance may be found in the PA Guidelines.
 
 
Book Fair Committee Chairman
 
The duty of the Book Fair Committee Chairman is to organize this school-wide event which is designed to promote and encourage reading by all students from Pre-K thru Senior year. In consultation with the Administration, the Chair will organize various events meant to promote fun and reading for all family members and also to provide service opportunities for the US students reading to the LS students.
 
 
Admissions Office Support Committee Chairman
 
The Admissions Office Support Committee Chairman will oversee the work of the Committee members as they work to support the Admissions Office. The Committee’s primary responsibilities will be assisting with the New Parent Breakfast, Open Houses, Admission Testing Day and the Ambassador Families program. The Committee Chairman will also be responsible for working with the Admissions Office in organizing other welcoming O’Neal events as they become necessary throughout the year.
 
Sponsor a New Family Coordinators for each Division
                           
The Sponsor a New Family Coordinators will work in conjunction with the Admissions Office to manage the PA program through which O'Neal families are matched with incoming families in order to welcome them to O'Neal and help them with any questions that they may have. Each Division will have its own Sponsor a New Family Coordinator who is responsible for planning and holding, in conjunction with the particular Division Head, whatever welcoming event the Division Head would like to have.
 
 
Communications Committee Chairman to be the Secretary
 
The Communications Committee Chairman will be in charge of getting the PA word out both within O’Neal and the greater community. This position will work closely with the Administration Liaison.
 
Newsletter Coordinator
 
The duties of the Newsletter Coordinator will be to supervise all aspects of the writing, editing and publishing of the PA newsletter “PA News, Happenings & Thank You’s”. This will include developing as well as soliciting article ideas, writing articles or assigning articles to be written, editing draft articles, submitting the draft newsletter to appropriate PA officers and Administration staff members for review, incorporating revisions, and arranging for publication (print and web copies). The Newsletter Coordinator will work closely with the Communications Committee Chairman.
 
Website Coordinator
 
The Website Coordinator will ensure that all information, publicity, announcements, etc. pertaining to the PA is included on the PA section of the O’Neal website. The Website Coordinator will regularly monitor and update the website and will work closely with the Communications Committee Chairman in this capacity. As needs develop, the Website Coordinator will work with the Administration to improve the PA section of the O’Neal website.
 
 
Division Coordinators for each Division
           
The primary responsibility of each Division Coordinator will be to work with the applicable Division Head identifying those events and functions that require any assistance from parent volunteers and to organize the necessary volunteers either directly or through the PA Grade Parents. Each Division Head will communicate to the applicable Division Coordinator what may be required of the parents in their volunteer role. The Division Coordinators will work to ensure that those requirements are made clear to the PA Grade Parents and other parent volunteers through regular meetings and communication. Each Division Coordinator will report on the various parent volunteer activities to the PA Executive Committee on a monthly basis.
 
 
PA Grade Parents
 
The duties and the responsibilities of the PA Grade Parents will be determined by the applicable Division Coordinator in conjunction with the applicable Division Head. These duties and responsibilities will be detailed in the PA Guidelines.
 
 
PA Fundraising Chairman to be the Treasurer
 
The PA Fundraising Chair will oversee the various PA fundraising activities and work in conjunction with the fundraising coordinators to the extent necessary.
 
Tag Sale Coordinator
 
The Tag Sale Coordinator will be responsible for organizing all aspects of the Tag Sale in consultation with the PA Executive Committee and the Administration.
 
Box Tops Coordinator
 
The duties of the Box Top Coordinator will be to educate the O’Neal community about the Box Tops program and to collect and prepare the Box Tops for mailing into General Mills for redemption. 
 
 
Auction Coordinator
 
The Auction Coordinator will sit on the Auction Committee run by the Administration and will help the Auction Committee in whatever way possible. The Auction Coordinator will keep the PA Executive Committee informed of any Auction Committee needs that the PA may address.
 
 
Hospitality Committee Chairman
 
The Hospitality Committee Chairman will provide appropriate refreshments for functions sponsored by the PA. These may include, but are not limited to, Special Person’s Day, PA meetings, Parent Education presentations, the Headmaster’s State of the School address, and admissions events such as new student orientations. For Admissions events the Hospitality Committee Chairman will work closely with the Admissions Office Support Committee. 
 
 
All School Fall Picnic Committee Chairman
 
The Chair will be responsible for organizing all aspects of the Picnic and consulting with the PA Executive Committee to whatever extent necessary. The Chair will work closely with the Administration in setting the date for the event, hiring a caterer and planning the menu for the evening. Other aspects to plan are the advertisement of, and the entertainment for, the event. The Chair will organize all volunteer help as is necessary.
 
 
Spirit Wear Committee Chairman
 
The Spirit Wear Chairman is responsible for running all aspects of the sale of O’Neal spirit wear in conjunction with the Booster Club. All orders of merchandise for sale are to be approved by the PA Executive Committee. Additional types of items proposed for sale must be approved by the PA Executive Committee and the Administration.
 
 
Teacher/Staff Appreciation Committee Chairman
 
The Teacher/Staff Appreciation Committee Chairman will organize all aspects of the two PA sponsored lunches for faculty and staff. This will include arranging for the preparation and serving of the food, decorations and flowers, and teacher appreciation gifts. The Chairman should make every effort to solicit donations from local caterers, restaurants and grocery stores in order to defray costs (in conjunction with the Administration’s guidelines regarding solicitations). Additionally the Teacher/Staff Appreciation Committee Chairman shall send birthday cards to the teachers and staff throughout the year.
 
 
Parent Education Committee Chairman to be the Vice President
 
The Parent Education Committee Chairman will organize all aspects of the PA Parent Education program. The Chair will propose the topics and speakers to the PA Executive Committee for their approval. To the extent the Division Heads would like a particular topic presented the Chair will work to do so.
